The care offered by Kadena's licensed FCC providers is based on current knowledge of child development and early childhood education. Providers offer a nurturing home environment that supports each child's development in a family setting located in the Kadena AB community. Our homes offer life experiences where children learn through play and active hands-on involvement with a caring professional guiding the daily activities.Care options include: full-time, part-time, hourly/drop-in, before and after school, weekend, overnight and care for shift workers.

Family Child Care Special Programs

Extended Duty Care (EDC) - Offers FREE additional care hours during the day, night or weekend as you fulfill your extra duty requirements. When you need care beyond the regular 50-hour per week child care arrangements such as working late, working on the weekends, base exercises, temporary shift change, deployments, EDC is available at no charge. Contact the FCC office for more information.

PCS Care - Twenty hours of FREE care for your children by a licensed provider as you prepare to depart/arrive. Open to all ranks. Contact the Airman and Family Readiness Center, Bldg. 99 for more information at 634-3366.

Care for Volunteers - FREE care for your children by a licensed provider while you volunteer your time. Contact the Airman and Family Readiness Center, Bldg. 99 for more information at 634-3366.

Returning Home Care (RHC) - Offers 16 hours of FREE care per child in an EDC home for military members returning from deployment.

FCC Subsidy Program - Offers full time care in a licensed FCC home at the same fees as the CDC/SAP Weekly fees are determined by total family income.


A Family Child Care (FCC) home is a base home approved by the Mission Support Group commander to provide child care services to military families and civilians. The FCC program provides you with the opportunity to manage your own business, set your own hours and fees, and provide quality in-home child care while caring for your own children.
We need providers who are willing to take care of infants, toddlers, preschoolers, school age children, and children with special needs, such as asthma, allergies, cerebral palsy, physical impairments, etc. We also need providers to be available evenings, weekends, swing and midnight shifts, and for extended duty hours.
The FCC Program accepts children and providers with chronic health problems including HIV positive individuals.
The FCC Program offers an extensive, free equipment and supply resource center that provides you everything you need to get started and maintain your business free of charge.
 
Licensing Requirements
• Must be 18 years old
• High School Diploma or equivalent
• Able to speak, read and write English
• Good mental and physical health
• Must pass a comprehensive background check
(including family members)
• $300,000 home liability coverage
• Current immunization and pet health certificate (if applicable)
• Complete an orientation program prior to licensing
• Fulfill on-going training requirements
• Any individuals caring for other families' children a total of more than 10 hours a week on a regular basis must be licensed to provide care in on-base quarters
 

Procedures to Obtain a License
• Complete application; return to the FCC office along with HS diploma
• Complete home interview
• Complete reference verification through FCC staff and agency checks by Security Forces, Family Housing, Family Advocacy Life Skills and AFOSI
• Obtain letter of recommendation from sponsor's commander/first sergeant and letter of clearance from school for any child over 12 years
• Complete program orientation training
• Check out items from FCC Resource center, set up home environment and complete final inspections by Fire, Public Health, Safety and FCC Coordinators
• FCC Panel reviews applicant's record when all steps for licensing are completed
• The FFC Panel makes licensing recommendations to the Mission Support Group (MSG) Commander. Only the MSG Commander can approve,disapprove, suspend or revoke a license.


The Family Child Care office is located in Bldg. 1850 behind the Kadena Youth Center. Family Child Care offers high quality childcare in homes of qualified providers. The providers are independent business operators on base and work under their own contracts with parents. Available to both active duty and DoD families, this type of care can be ideal for changing childcare needs such as extended hours, drop in, hourly, and weekends.

The providers must pass background checks to become licensed, as well as attend rigorous orientation and training classes consisting of CPR, first aid, child development, nutrition, detection and prevention of child abuse and Air Force standards for quality care. Their homes are periodically inspected for safety ensuring their compliance with the FCC guidelines.

Each provider is allowed to care for no more than six children ranging from infants to 12 year olds.
