DUTIES
AND RESPONSIBILITIES:
The primary purpose of this position is to manage, coordinate, organize,
implement and execute NAF and APF programs to include, but not limited
to, budgets, quality control, internal control, audits, training, and
special projects. NAF financial programs include preparation, execution
and tracking of NAF budgets, NAF Council requirements LOF files, insurance,
claims, losses, SM&W, Private Organization, and miscellaneous funds.
APf financial programs include, but is not limited to , APF Government
Purchase Card (GPC) , Fin Plan and spend plan preparation, budget execution,
fund sourcing, etc. Responsible for budget formulation, execution and
analysis, for NAF I&E and capital requirements and APF budgets for
the squadron. Provides budgeting, advice, guidance and training. Develops
timelines, request and reviews budget inputs, consolidates and develops
budgets for each fund. Conducts research, identifies and analyzes trends,
evaluates the effects of continuing changes in the program plans and
funding, and submits recommendations. Assembles documents and reports
and prepares slides for NAF Council meetings, and follow up on minutes.
Serves as the OPR for all audits coordinating logistical requirements,
preparing organization, assembling required documents, preparing in-briefs,
bringing issues to the attention of the flight chief, etc.
Coordinates, evaluates and drafts managements responses to audit findings
and recommendations, tracks corrective actions and recommendations,
coordinates on audit non-concurrences, and tracks all audits until closed.
Serves as the OPR for inspections, assessments, and evaluations. Administers
the UCI and USIPWA programs ensuring compliance with identified review
areas and special interest items and ensuring corrective actions are
taken. Serves as the OPR for internal controls and installation resource
protection plans. Determines if controls are efficient and effective,
identifying deficiencies, developing a plan for management. Review and
taking appropriate corrective action and maintains documentation. Develops
and maintains operating instructions as directed by the Flight Chief.
Develops and conducts training on all phases of financial operations
for RMF staff, serviced activities, private organizations, and other
groups requiring training. Responsible for supervision of subordinate
staff. Perform other assigned duties. Reports directly to Resource Management
Flight Chief/Deputy Flight Chief. Position is apposition of trust.
QUALIFICATIONS:
Must have in depth experience and detailed working knowledge at a management
level in NAF financial management and APF financial management program
requirements. Must be skilled in accounting, auditing and budgeting
functional areas. High degree of proficiency in Microsoft Suite (Outlook,
Excel, Word and Power Point) is required. Must possess excellent written
and oral communication skills. Must possess supervisory skills. A National
Agency Check with satisfactory results is required
